I want one of Icon Edit program for make icons. I looked for that at Google but there is too many freewares. 'Cuz I don't download stupid fake freeware on my PC.

I understand that you don't necessarily want freeware, but GIMP (www.gimp.org) is definitely not stupid and fake. It is stable and well-tested, and has features comparable with Photoshop CS2. I'm not sure why you don't want freeware, but GIMP is a reputable program, and there is no way that you will get any spyware by downloading and installing it. just make the icon in ms paint and use \"infranview\" to convert it to ico format
I use infranview all the time, one of the best image convertors imo, and completely free

I don't know what kind of quality you're looking for, but you could make the image in just about any image-editing program (MS paint, for example), then simply open it in GIMP and save as an icon file.
