Haha, Japan has a major misconception of America being a land of crime. Japan's rates, though rising, are a lot lower overall. However, the sheer weirdness of many Japanese crimes makes up for the lack of quantity.

If had I a guess I'd say that's part of a larger \"work out and learn english\" tape series. Of course, taken out of context and put by itself it looks ridiculous. (ok, aerobics and learning English and singing Japanese dancers already puts it high on the ridiculous scale)

Also, that police offer sounded an awful like not American. Plus his teeth looked bad. I'd say the poor Japanese tourist girl was \"robbed by two men\" of all her pounds.
