Ok. I want to try modem-modem play with local players. I'm for LAN play, too.
There are actually quite a few pilots in that area. There used to be one or two lans in Houston every year, but the people who organized them seem to have drifted off the radar. I'd be up for another one, though!
I know a couple of guys down Texas way: Big Rye and Sandman. They could teach you a hell of a lot about D3 and mebbe also how it feels to be called teh gay boy.
You'll also learn all about how to catch a f'ing packet from old SandyHO! He used to crack me up. I'd hop into games he was in with an alias he didn't know and just drive him crazy.
I'm in Austin. Descent3 doesn't even work on my current computer, sadly, even though it's a pretty vanilla Athlon XP 2800+, 1GB memory, tired old Nvidia Ti4200 w/latest drivers, and WinXP SP2.

D3 should work on your machine. Did you try patching it to v1.4 and running the Setup screen again?
