In the faq it says only moderators can give them out.

In addition, bragging about the normal titles you have reached by massive spamming used to result in your postcount being reduced (typically 1000 times smaller).

To answer your question, titles aren't given out. They're earned. You've got to do something extraordinary for the community in some way.
