That would be an easy enough edit, just two layers of video, one with the lights on and one with the lights off, that you segment into each window/light strand, then fade between the two layers on each segment. But.... i can imagine an edit job taking near as much work to get right as just rigging ...

I was reading an article about this in Wired. It said the idea is good so far, but it takes so much energy that the Humvee has to stop to be able to fire it. Unless perhaps this is a new version? The article I was reading was about two weeks old, a really good read though.
