Well, if storms stayed in one state then he might have a good argument, but unfortunetaly, they move across state boundaries as if they weren't there. As I recall, Las Vegas got major flooding as well as parts of Arizona as those storms that hit California moved into the midwest. I also recall flooding in the great plains states. So his argument is an attempt to tell only part of the story to support his bogus theory. Sorry.
