...that will block the downloading of audio taunts and ship logos?

ship logos : cmd line yes "-nomultibmp"
audio taunts : cmd line no, but is configured per pilot basis
1 pilots/configure (bottom) unselect audio taunts
2 F6 in game / audiotaunts disable

The command lines stop the display of ship logos and disabling audio taunts prevents them from playing back, but they all still download.
