D3IT, available at PD, will convert uncompressed .tga files into .ogf. There's also an OAF editor, but it's clunky, doesn't have a preview feature, and requires you to put each frame of the oaf in by hand. Very inefficient.
However, all you should need for converting the image files is D3IT--IIRC, there's no .oaf files in the reticles.

skin visibility: you will see other ships with your skin. others won't see you with your skin. (facts without explanation (-> new topic)).
Ship skins are perfectly legal, as the only person who can see the skins is you, unless the skins are hosted server-side, in which case everyone will see them. I'm not sure if SuperSheep's new anti-cheat server would kick you for that or not; knowing D3's code, it probably would. The downside to custom ship skins are the people that texture the ships as a bright transparent green or something to make them stand out, so they're easier to find or shoot. That's the only possible advantage to be gained from a custom ship skin, other than maybe a higher-quality skin.
