It looks like that because Katrina ripped pieces of the roof off Roid.
It even opened up a piece of it while refugees were inside. Rain started pooring in.
I think the roof had a layer of white plastic sheeting over it, so where it was pulled away, you're seeing whatever was underneath it. Defender's right about the holes, although I don't think they were large enough to see from this distance.
The roof was covered in a single ply roof (pvc)it is anchored with batton strips on the edges or with a substrate glue. good for usually up to 100 mph.

Most big buildings are roofed with this. Its a very durable system that will look the same 15 yrs after its installed. and being white ithas a reflective quality for keeping the roof cooler than either "hot tar"(bitumen) or rubber roofs
