I use a speedstream 5200 USB ADSL Modem(High speed modem). Problem is, I can't get Descent 3 or anything else to connect to an IP address or any other server.
You might want to read your D3 manual. It lists the ports you need to open. I also suggest you read the manual for your modem to learn how to login to it.
Also, you can also run nettest.exe in your D3 dir to see if the necessary ports are open or not.

Actually, you do. You won't be able to connect to anything without the appropriate ports open.
No he is right, opening ports is only for serving behind a NAT or firewall. If his DSL modem is like most then it isn't really a modem but just a bridge and forwards everything to the device thats connected to it and forwarding is completely irrelevant. If it functions as a NAT router then he should still be able to play on any server just by putting in the servers IP and port in direct IP, the NAT will take care of the rest.
Possible causes for this problem are: The Windows firewall, his connection settings are wrong in the D3 Launcher, or his system has more then one IP and D3 is using the wrong one (I've seen D3 bind to the "Microsoft TV/video connection" in the past at LANs which caused the computer to not be able to connect to any games).
