Not sure about mobiles (your friend should search Intels website for specs for his particular CPU) but a regular P4 would be toast or close to it. A 2.8GHz/133 Northwood is speced to 75dC, a 2.8/200 NW to 69dC and a 2.8/200 Prescott to 73.5dC.

Go here and choose the right CPU then load its datasheet and check "Thermal Specifications and Design Considerations" for a table labled "Processor Thermal Design Power". Maximum case temperature for a Mobile P4 2.8GHz/133 FSB no HT is 75dC eg. (click).
Having all CPU's on a single sheet is just a lot easier..
