Really?!? I find that kind of strange since the N.Y. Times themselves said this program was perfectly legal!
I wonder if you are just making that up. If not please link us to the law that we broke.

the thing that concerns me about this is at one time I was into the model rocketry hobby. If I were to take up the hobby again and I ordered parts from the US (F size motors), I'd be up the creek if they declared anything bigger than a C size to be a restricted item.

yeah, I've got a serious model rocketry friend and he says that homeland security has already been giving them lots of trouble. <sigh>
