The screen refresh rate is how fast the monitor draws the picture on the screen and is variable in all resolutions.
To explain it, your CRT monitor draws the picture you see one horizontal line at a time. For 1280x960 resolution there are 960 individual lines on the screen. It starts drawing each line on the left side of the screen to the right, once it has drawn the whole line it resets sends the beam back to the left side of the screen and starts drawing the next line down. The speed that the monitor draws all 960 lines on the screen is called the vertical refresh, that is what most people call the \"refresh rate\".
Using my monitor as an example, it can do 1280x960 resolution at 100 Hz refresh rate, meaning it can draw all 960 lines on the screen a maximum of 100 times per second.
Note the higher the resolution (the more lines the monitor has to draw) the lower the maximum refresh Hz will be for CRT monitors because more lines = more work. Meaning a CRT monitor that can do 1280x960 at a maximum of 100 Hz, will only be able to do 1600x1200 at 85 Hz, and 1920x1440 at 70 Hz, or it can do the smaller 1024x768 at 120 Hz.
So: higher resolution -> lower refresh
lower resolution -> higher refresh.
However, only the MAXIMUM refresh rate is dependent on the resolution, meaning a monitor that can do 1280x960 at 100 Hz, can also do 1280x960 at 60 Hz, or it can do ANY refresh rate under 100 Hz (60 being the widely accepted minimum).
