Why can't some networks(or network cards) see D3's TCP/IP?

Why can't some networks(or network cards) see D3's TCP/IP?

I can run MCM2 TCP/IP on my home network but cannot run D3 from new computers, the old ones worked fine. I can also use the Internet from all machines. The games all run on the computers but I cannot see the other computers in D3 Multiplayer. My machines have all been recently upgraded. The previous machines ran fine over the router. Any thoughts would be great.
We are getting D3 shakes from the withdrawl!

Windows Firewall on? (You didn't mention it)

All have same IP range?

--> Click START/RUN/CMD hit enter. Type IPCONFIG in DOS box.

ie: 192.168.1.x where x is a number from 1-254?

Host doesn't have firewall on, Windows or COTS(Commercial Off The Shelf) version.
