Interesting. I'm not surprised this is an organized industry, but I hadn't thought about it before. Of course, this is just one example of using loopholes to do an end-around the intent of the legal system. These guys are like corporate accountants. Or like lawyers.

I agree with the video that this is slimy behavior. It's not clear to me however that it's congress's fault. No matter how well-intentioned a law is, groups like this will pop up to exploit its loopholes.
