I need some kind of sound editing software that can do this..... I want to play a track as normal, but edit it to where i can take say a 1 second segment out to where it plays the same 1 second twice in a row and then continues to play the track as normal. I hope I am clear here, any help?

You could actually do this with Windows Sound Recorder, although not very easily. But anything will work. Creative Wave Studio, Audacity, etc.

There's 10000 programs like this out there. The problem is, almost all of them cost $$$.

CoolEdit is no more. It's now the Adobe product, Audition.
