What's the common term used when discussing the speed data transfers from a hard drive.

Seek time, average latency, and data transfer rate?

Seek time: Time required for the head to seek to a particular track.

Average latency: Time required for the head to seek to a particular track and the correct sector pass under it

Transfer rate: actual data throughput in reads and writes.
