...which means your only hope is to find a third-party key-translator that converts the keycodes before D3 catches them; although I'm not sure one exists, unless it's a hardware solution.

Don't know if that will do much for the \"D3 reads keycodes, bypassing the code-to-character translation of windows.\", sent to D3, but it may be worth a try.
