PCI Express Cards and Can Windows 7 run Descent 3?

So, I am looking at possibly upgrading at some point as I haven't done this in a while. My machine is capable of running a Core 2 Quad processor, 8 Gigs of RAM, and has a PCI Express 16 slot. Currently I am using the minimal, which is of course what I could afford at the time that I put my machine together.


What I'm wondering, is:

1. Are PCI Express x16 2.0 cards backwards compatible with PCI Express x16 cards?

2. How is Windows 7? I seem to be hearing great things. Can it run Descent 3 and Fallout 3 just fine?
