I was doing the dishes and thought their placement of those two clouds over the capitol was strange (edit: and two trees on the side). To me it looks like a grinning skeleton.

It's an old pun. I've done it in maybe half a dozen ugly mug threads over the years, and I've collected some REALLY ugly mug pics for it.
