Column left of the Desktop?

A friend sent me this pic on his Vista machine. What is the column left of the desktop and how do you get it there and how to disable it?

Right click it and select close toolbar.

Did he drag it from somewhere else. I don't see it under toolbars.

Yes, he dragged the \"Ing. RMN\" folder to the left edge of the screen.
