Hey, this just started to happen about a week ago. Not sure if it's related to Firefox 6 or not. When I come to the DBB main index page, all looks fine, but once I click "View unread topics" my page looks like this.
Funny as I'm doing this, this page, if I scroll it up and down, the effect comes and goes.

Change your firebox browser theme back to default, does it still happen?

If you're talking about the gradients, Win7 does that when your doing an Aero preview of another window. Not sure how much that helps, but maybe puts you on the right track.

If you hover your mouse over the bottom right corner button (i.e. Show Desktop), it does the same thing, right? Same sunlight effect?

If you hover the mouse over the show the desktop corner it shows the sunbeams but it would be over the desktop background, not the browser window. For that matter those rendered sunbeams should always be behind whatever window is focused and they only show up when switching tasks/hovering on a taskbar button, so it could be a glitch in the video driver.

But this only happens when I visit the DBB. NO other site nor my desktop do this. Even as I type this post, the page is fine.

Well the thing that makes me think it is a driver issue is that if you look the sunbeams extend beyond the browser window (you can see them through the titlebar and the taskbar as well). It goes entirely out of bounds for what can be done with a browser, which is why I'd look higher up the chain.
I suppose you could try backing up everything for firefox then blowing it all away and starting with a brand new clean install (without restoring the profile) to see if it still does it, but that would be a bit of a shot in the dark.
