I can see the point and the quote zoomed straight over your head Politicians play the game. they make promises for Vote, both parties. the Democrats are just better at then the GOP

No, Republicans don't anything so mundane, plebeian and sleazy as to buy the votes of a particular city. They strike right at the heart if the matter and gerrymander things to give their party the edge.
No, gerrymandering is always used to skew the vote in favor of the party in power, not make it fairer for democracy. And yeah, both parties do it. However, I like this local guy's re-imagining of gerrymandering theory.
