Getting your site closer to the top of Google search?

I have a friend who want's to get his website and business better know (advertised) using SEO (Search engine optimization) and using Google +.......The company doing this would be http://www.supermedia.com/what-we-do/

Is this bull or can these company's really get your name out there?
