Can I run a dead (not charged) cell phone or iPad from a PowerFlask or does the device have to be charged?

As long as the device itself doesn’t have any software preventing it from working unless the internal battery is charged…I don’t see why not.
EDIT…Some devices need more current than a typical charger can output, so I would imagine if you test the devices in question by placing them on their stock charger with a dead battery, to see if they will work.
That “tank” can probably produce plenty of current, but your devices may not know that.
Testing is always best.

Yeah... the phone won't know the difference between being plugged in the wall and being plugged into this.
BTW 13 Ah probably really means ~5 hours of charging on your Ipad.
