Sigma, sigma, sigma.... Drug users can hide their addiction very easily. So can alcoholics. Many drug and alcohol users can function quite normally. They take drugs or alcohol so much, their bodies become used to it. In fact, may drug and alcohol abusers NEED to keep using drugs or alcohol just to function at all. That's why they're addicts. Very few people saw that Phillip Seymour Hoffman, a very popular and talented actor, had returned to using heroin, quite a lot of it apparently. It was only until he overdosed and died did people find out. Maybe his family knew, but not the general public.

But I know that the residents of American cities do not have access to certain areas of their hometown without threat to their security, depending on their nationality. I feel sorry for you. For example, in Moscow person of any nationality may not fear for his life, visiting all parts of the city, even the darkest corners of 99.9% of cases.

surprisingly similar. Most recent reports I've read state that crime and unemployment(as well as HEAVY alcohol and drug use)are an issue in all larger Russian cities. The point I was making is that even in our larger cities, the reality is that well over 95% of all streets/areas are safe. The idea that the 'ghetto' is not safe, by and large, is an old buggaboo that isn't really true.

not. I often go to work in many cities of Russia . I do not know of any city where there is now a ghetto. I can safely visit any areas of Russian cities.
Welfare? What can I say ... I live in Moscow. In Moscow it easy to find a job even a person with no education. But it is very noticeable social stratification . For example, in my house and my neighbors go to Kia , UAZ , Opel, Hyundai, VAZ, but my other neighbors drive a Porsche Boxster , Panamera , Maserati , Aston Martin , BMW X5, X6 , Mercedes GL lot .
I distinctly remember Sigma saying that everyone in his country is 100% safe unless they are blue or express unpopular opinions. Otherwise, your free to a Big Mac and a coke.

Yeah... see.... those exceptions are what I'd call the "ghetto." By my standards, the rest of Philly may be run down, but it's still where normal people live.
My definition: the ghetto is where outsiders aren't safe.... and you did a pretty good job of defining it for Philly.

The basic problem with you describing certain areas as the “badlands” doesn’t take into consideration the smaller areas that are all over the city that might only constitute a few blocks, in one direction or another.

Badlands is an old street term(which I assumed you knew) for the part of north Philly to the west of I-95. It's been ground-zero for the heroin trade for decades.

I have, without an issue. Sometimes, I even did so on purpose, and completely sober.

Guys, do not quarrel. For the sake of truth, I must say that in many cities in Russia there are many industrial areas, for which ordinary citizens can not go. These vast areas of cities and forests are controlled exclusively by the secret services and the military. I'll tell you a secret, from my sources, ordinary citizens can not even suspect that next to their houses manufacturing plant pots, for example, can produce components for nuclear submarines.
I have friends who have told me never come to there neighborhood at night to visit and they also told me I would be risking my life even coming there during the day. North St Louis is a war zone with the gangs running the hoods. They even told me police won't even patrol that neighborhood. Even when called they show up with a dozen or more cops.
they 'told' you, so it's true, right? I've heard the same so many times, and half the time it's just overblown fear(generally by white folks, imagine!). Now, for all I know, that section of St. Louis might be bad, but to get back to Sigma's assertion(which he seems to back away from), US cities are, by and large, every bit as safe for pedestrians as Russian cities, which was the whole point of my initial reply.
