how the hell can you call a non-viable pile of human tissue cells a 'citizen'? There is no certainty, until it happens, of a live birth. Never has been, never will be. Calling such 'citizens' is the most dubious interpretation of the word I could imagine.

Try researching how many murder charges will be applied if you kill a pregnant woman.

What metric are you proposing that we use to test for human individuality instead?

I think a good metric would be that you're genetically human (or some other species of people) and that you have brain activity (enough so that you would not be considered brain dead in a medical sense). This would make early abortions acceptable, but it would prohibit later ones.

Note that naively using only genetics as your metric for human individuality would allow for human individuality beginning at conception but it would also lead to absurdities like having to recognize the deceased as human individuals!

no, but you can't defend them by declaring them citizens, either. And, of course, you couldn't tell who was illegal by just looking at them either, but that is another matter around profiling.
