It probably shows that they have made some poor choices, because seriously, the water bill is one of the smallest bills you will have from living in a municipality. How do they manage to pay property taxes (or rent/mortgage) then? Do these same people have cable/satellite TV? Internet? Smart phones? Do they smoke?

Is the water utility that expensive there? Like is it dozens of times the national average or something? Something about it just doesn't add up.

Well, I for one avoided Philadelphia proper because of the ridiculous 4% wage tax. That, and the crappy schools.

So I guess yeah I'm one of those greedy "well-off" suburbanites that didn't want to contribute to the city that supports my cushy lifestyle. I'm okay with paying my township real estate taxes for the cushy lifestyle and decent schools, though.

snoopy, I figure you know that if you WORKED in Philly, thus benefitting in a major way from the city, you pay wage tax. Townships kick in out of their budget, in most contiguous towns. So, no, you live in a far different urban/suburban interaction than many do(ex. Detroit, as I understand it).

The Detroit Water and Sewerage Department (DWSD) has a large debt, rising water prices and inefficient services — using almost twice the number of employees per gallon as other cities like Chicago.

They also have a "horse shoer" position that can not be removed even though they don't have horses...and haven't had any for decades...maybe closer to a century!
I'm thinking if those Detroit suburbs have a bunch of city employees living there its case closed on this topic.

Yes actually, my family is originally from Michigan, the Dearborn area to be precise, and I spent many a summer out there, visiting many different relatives. (some of whom live in those very burbs)

That's the rub, isn't it? Big business left without thought to what would happen to the people who lived and worked there. Now that the whole area is rotted, crime ridden and poor, it would be business suicide to go back.
