Russia Amends Law on Firearm Possession for Self-Defense

Russian legislation has been amended allowing citizens to carry lethal weapons for self-defense purposes.
MOSCOW, November 18 (Sputnik) — Russia has updated its legislation to allow civilians to carry firearms for self-defense, according to an amended decree on lethal weapons that appeared Tuesday on the official database of Russian laws and legal documents.

The previous edition only allowed using licensed firearms on special occasions, such as hunting, sports events and shooting training courses. The new amendment says that firearms can also be carried "for self-defense purposes."

Until now, Russian laws permitted the civil population to carry two types of weapons: lethal ones such as shotguns and rifles for hunting and shooting sports, and so-called non-lethal trauma guns firing rubber bullets for personal protection only.

Here in Texas the crime rate is very low in rural areas. It's always the big cities that have a high crime rate and boost the crime rate of Texas. However, even in these rural areas, I like the fact we have rights to conceal carry with a permit.

That's very good. Words are the #2 way to stop a fight. The #1 way to win a fight is by avoiding them completely, which works great for me. And knowing how to fight someone is important. However, sigma, carrying a gun does not change any of that. The gun is what you go to when all else fails. It's does not replace avoidance, words, or fists. Guns come after all those things have failed and you fear for your life. And if the threat of a gun doesn't work, then you shoot.

I'm not trained to use firearms in civilian life, but I know one rule - the gun can not be used as a preventive threat. If you decide to get a gun - you need to immediately shoot. With your civilian permit, you're suppose to react to an attack and get out of danger as quickly as possible so that the police can do their job. On top of that you probably don't have a duty to respond. I'm not sure about the Russian police, but they might have a duty to respond if they see a threat. "Duty to respond" means you have to risk your life for others or you could get in trouble. Some police in certain states in the U.S. have a duty to respond, others do not.

Unfortunately, in Russia there is still a situation that somebody will give more money the police, he is right.
