Never mind the asteroids,(but very true Spidey) what about constant CME or solar flare alerts? I doubt that consistent shielding will be provided for the entire station. The ISS has a special pod that is used for those times... which is like weekly. Sometimes daily.

I know several countries are playing with the idea of a lunar base. That and a trip to Mars. We'll see.

Well, since they're going to be on the surface, I would think that an underground facility would provide the most protection against the elements...unless the composition of the moon is not strong enough to support such structures. A polar base would probably be better so the facility could utilize solar power much more easily.

In any case, this problem requires careful and sufficiently long study. As soon the moon will be sent to the Chinese and Indian research automatic robots, before the Russian robots, it would be prudent to adjust the program to the moon on the basis of new research results in China and India. Although in my opinion, manned missions to the moon still implement Russia.
