The Russians could bludgeon us over the head with it like a big, foam club. It might even be a fun stress reliever. We could hit them with foam Minuteman missiles and we could all have a big party doing it. It would be far better for humanity than letting loose the real thing.

It's an "Army Day" celebration. I doubt that a prop like that would have been paraded without government permission and perhaps sponsorship.

The inscription on the missile does not accurately translated. Full inscription on a rocket "Обаме лично в руки (Рашкин)". Therefore, the correct translation would look like this: “To be personally delivered to Obama personally from Rashkin.” Rashkin is Валерий Фёдорович Рашкин who is one of the leaders of the Communist Party of Russia. This is quite ridiculous PR campaign was not paid by the state, and this party.
