I think that 100% registration is possible. Then, non-participation would be acceptable. If you can get a Social Security ID at birth, I see no reason why a legal voting registration card cannot be issued at the same time to everyone.
However, I got to thinking about Woody's suggestion. How about if we make paying taxes the ONLY provision past the age of 18. That would enfranchise not only every adult citizen, but also every legal and most every illegal resident alien. Great idea, Woody!!
