I'm going back on my own post because I can't back up what I stated above and for the life of me, I can't find any records concerning the Congressional roll call votes for the High Performance Computing Act of 1991. I was originally going on my vague memory from that time period, but my memory is probably partisan hazy. I do remember that I was Al Gore who created and sponsored the bill. If someone can find the info., I'd be interested.
