Why does it matter? The idiots in the House voted for a bill that they hadn't even read because they were in a hurry to screw the American poor, women and elderly, which has been Paul Ryan's wet dream like since forever, Trump was bitching and moaning that he wanted some legislation post haste to slap his name on and that the details don't matter. Oh, and I also heard that in order to wrangle the votes they needed, they added in a little amendment to the bill that exempts Congress from having to actually use this piece of crap called Trumpcare.
