How to change FPS settings on Rebirth

Hi I can't dodge homing missles and I think it has something to do with the frame rate (its set at 200) ive tried turning it down to 30 with the config file but it doesn't work, ive tried adding " ;-maxfps n " to the short cut name but that doesnt work either, I can't find any other way to fix this issue so I figured I'm just missing something simple.

I'd like to add that I'm an insane pilot, ive been able to dodge in the past
