Server headaches

Hi. I'm trying to use D3Server v3.0 by (DE)Hunter and I keep getting "Error: Cannot load Dedicated Server config file". Can somebody please tell me what is going wrong? I installed the program as per instructions. Simple enough. Set up it's own directory and pointed it at the D3 directory. I tried another server program by Nirvana and it starts up just fine but my game isn't listed on the cx tracker or planet descent and I can't see any settings to permit that. So can somebody tell me how to fix this problem or suggest a server too that does the job?

I will be offtopic a bit, but this info isn't easy to get.
Error \"Cannot load Dedicated Server config file\" appears when \"main.exe\" is unable to find server config file; the proper file name must be given after \"-dedicated\" argument.
Or filename omited, or file does not exist, or file does not have necessary content.
