Is the stuff on the Descent Community Album royalty-free?

More specifically, does anyone have "DJ Abjurator"'s contact info so I can see if I can use Kabuki Quantum Fighter in a flash intro, or do I even need to ask?

I would look around on overclocked remixes for the remix, you can probably get the artists contact there.

Material such as music is generally "copyrighted" upon creation, unless the author specifically states it's in the "public domain." (FYI)
