it was due to the fact that you hadn't been in any accidents in 3 years i'd assume. anything you have on your record is no longer an issue after 3 years as far as the insurance companies are concerned. and of course, nothing begins to count until you're 18, except convienantly if you've been in an accident.
mine will drop in 3 months as the accident i have on my liscence will then be 3 years old.
this was explained to me by my insurance agent when i asked him why my rates hadnt gone down after a long time without any accidents.

Some places will let you at 21 (usually mandating insurance purchase, plus possibly a "you're young and irresponsible" fee). I think if you work for a government agency, then they'll let you at 18. That night when I had my dinner and wine my folks told me their story of what it was like when they got wasted. My mom got drunk when she first came to this country in the 70's after she drank too much at a wedding reception (being new in a strange and foreign country, I dont blame her).
My dad had some friends over and his buddy brought a big bottle of Vodka straight from Russia. Big not as in American sized, but twice as large. Well anyway he finished the whole bottle with this buddy. Then it came time for them to leave, so they all said their goodbyes, they got up and left and as soon as my mom shut the door she turned around and didnt see my dad! So she went all around the house looking for him but didnt find him. Finally she came back to the dining table, went to the other side and saw that he had collapsed flat on the floor.
I also got some handy advice from my dad on how to kill the hangover should I ever have one (not that I plan to!)
