I have installed the "c" upgrade a number of times but when I use a pc gamers game disk it says I only have 9.0.
If I do a DX search all I come up with is a dx9bda package. So:
1) where do I go to actually see what version of dx9 I have (I just know this is going to be a "duh" moment)
2) since I know I have downloaded th 9.c package from MS and installed it...why doesn't the game disk recognise it?

I've had that happen too, it will say 9.0c is required and then 'install' it. What actually happens is that the installer runs, checks your configuration (similar to dxdiag) determines that you DON'T need an update, and exits.
That's been pretty standard behavior for DirectX from the beginning. The version (x.x) detects correctly, but the revision level (a,b,c) requires the installer to run through it's mojo.
Hint: if you didn't have to restart, you didn't upgrade DirectX.
