Ah, sigma, there's a difference between flirting, harassment and stalking, both in the workplace and in public places. Flirting is not illegal, but if a man persists despite being rebuffed, it becomes harassment, which is illegal last time I looked. If that harassment keeps up day after day, it becomes stalking, which is downright dangerous, because if a man is stalking a women, he has become obsessed with her, which can lead to more serious crimes.
