File system experience (dualboot)

This is probably a dead end, but is there absolutely NO way to make a FAT32 partition with win98 on it see all my other partitions that are NTFS, which includes my XP install?

If you just want to read it, go
NTFS for W98. For write action there's
NTFSDOS, it's payware tho.

Yeah, went the NTFS for W98 route. Merlin suggested an NTFS reader, so I did some more searching and found that.
