Power supply voltages

I am running a ASUS P4P 800E MoBo, pentium 4 2.8g cpu
I have a 470 watt PS.
Voltages for the +12 volt fluctuate from a low of 11.343 to 11.6** seems predominate around 11.673
+5 volt steady at 4.945 to 4.999
+3.3 3.376 pretty steady
v-core 1.36 to 1.44
Are these voltages ok?
I am having video issues... like if I scroll down a topic here at the DBB, the colors for lack of a better term... \"smear\" down the screen, lots of random pixals salt my screen. Hiend games are unplayable. Lowend graphics are \"dirty\".
All ready updated the drivers, reinstalled Directx. this even happens on my desktop when dragging windows accros the screen. I am suspecting the Video card. an nvidia FX 5900 Ultra...
I already took the case down, reseated the cards, blew it out, ect.
I will attach a screen shot of this screen...
