Seems like someone got a hold of Halo Reach early through XBox LIve. It has happen before with other Halo release but on modified version of the Xbox software. Seems like Microsoft only places a temporary ban if you are running a modified version of the Xbox software on Xbox Live service, they ban you for 7,992 years.

Pssh, 7992 years...that's nothing. They should AT LEAST 1009 years to that.
