Why would they ever blow the thing up if it wasn't a threat?

There really needs to be a crackdown on cover-your-ass police work. Blowing up a childs toy because it was in the middle of the road? Whats next, lazering a baloney sammich that gets left on an outdoor table because it seems funny?
