Just setting aside the whole incredible insensitivity of the project for a minute and asking, WTF does lower Manhattan need a fund to inspire development?!? Isn't that one of the most sought after addresses in the world?
I think it is just another example of local politicians sticking their hands out and federal politicians handing out money to them that they took from taxpayers so the fed pols can get support from the local pols and rhe local pols can buy support from the voters who are from the region.

Maybe I/m missing something but it sure seems like a waste of revenue to me no matter who wants it.

No, but honestly you ought to be able to, if the feds are granting money to pay for religious stuff, which could be a violation of the first amendment..might as well be fair.

I can't imagine for one second that their application will be approved. Heads would roll over the first amendment aspect, not to mention the existing public uproar.

But you guys sound like you believe it's already approved and done. What's the deal?
