heard this quote before?

"First acquire an infallible technique and then open yourself to inspiration"


This, or something very similar to it, was in an old art textbook of mine, back when I was a lousy art major. Now that I've lost the book, I'm trying to find out who said this. The Google doesn't seem to know. A search implies that it's Japaneses, but I remember it being a Chinese saying according to the book.

I could have originally been worded, in the book, "first comes skill, then inspiration". That's what I was looking for at first. My memory is junk.

So, I'm just asking if any of you have heard this before or have any names I should research under?

It's some of the first text in the book by the name of A History of Graphic Design by Philip Meggs
