I would like to connect two computers together at opposite ends of town via the phone line.
In this situation using broadband from an existing ISP is out of the question. The connection between the computers has to be high speed. Is there an inexspensive way of doing this? Does anyone have any idea of the hardware involved? Is it legal ? Is there a better way of doing this without using the phone line?

Yea, you're not going to get hi-speed out of a phone connection. A wireless link would probably be your best bet if you have line of site. The equipment is expensive, but would probably work best if the two locations to be connected can see each other from antenna masts on their roofs. There are a couple options to consider here: wireless-bypass and alvarion they both have .com addresses I believe. These people make pretty good equipment. I've worked with alvarions stuff.

But it is expensive, on the order of 1000 to 1500 dollars for the link radios themselves.

I'm not sure of the exact distance.. Lets say 3km's hypothetically (dsl range). No real obstructions with the Area being fairly flat and lacking housing and trees.

contact your TELCO about a Dedicated Circut, but you will pay the price!

Thats one good thing about the wireless link, once you pay for the radios, you don't have to pay for them every month. They will link up to 20 miles or more, so 3 kilometers would be easy. Add onto that, you could serve out internet service from either end of the link also.

Why not just VPN over broadband? Much safer than wireless in my opinion...

I have a 1.5Mbit DSL line at the first property.
The 2nd property is just out of range from the nearest exchange to be eligible for broadband . Dial-up and satellite internet is not an option. I refuse to subject myself to it

I would like to access the network at the first property as well as its 1.5Mbit dsl internet line.
I would like to find a permanent maintenance free solution that will will not break the bank.

Is an "Outdoor WLAN Bridge" the solution you are describing, Capm. It looks viable but a tad costly.

Yea, the 5.8 units are the ones we use to link towns together here, they work pretty well. And they're unlicensed. Breezecom is where we get our stuff from. Fortunately the cost is a one time thing, but it depends on how badly you need it.

Another option would be to use a Waverider 900mhz setup. 3km would still be in range, epecially with directional antennas. It might be a little cheaper too, but not by alot. The 900mhz signal would penetrate obstuctions easier too. I've worked with that stuff alot more than the 5.8 equipment and it is fairly robust. Only problem is you'd have to replace the 900mhz phones on either end with 2.4 phones, some 900mhz phones will interfere. If you have questions, I can tell you who to get in touch with with them also.
