I've been trying random project managers trying to find one that can load balance tasks between people to the optimal time.

Example: you have 10 tasks of different sizes, all of which have to be completed before a deadline. You have 1 to 2 people working on them over three weeks, depending on availability. You assign all tasks to the two individuals and the computer schedules the tasks according to availability. As time moves forward you can add new tasks which get put into the best time slot by the program.

Not sure why, but the programs I've tried make the user manually place each task in the calendar on the time graph. That's pretty difficult. Pencil and paper would be easier.

It's a difficult problem to solve -that's why we have human project managers.

Go find a book called The Mythical Man-Month.

Skimmed the wiki page and it looks interesting, though outside my field.
