A friend has an older computer running Windows Vista and also has a slow Internet connection. He's trying to watch a live sports events and is getting hesitation.
Is either the Internet speed or the computer speed the worst culprit? Or is it a combination of both?
Is one more important than the other?

Internet speed would be the most likely factor, Vista generally wasn't sold on PCs that couldn't keep up with basic internet video streams (unless he is watching a 1080p / high definition stream). One way to check would be to watch a high def youtube video and see if it plays smoothly once it is fully buffered.
