Installing Google Authenticator
If you set up 2-step verification using SMS text message or Voice call and also want to be able to generate codes using the Android, iPhone or a Blackberry, you can use the Google Authenticator app to receive codes even if you don’t have an Internet connection or mobile service.

If you don't have a connection, then logically you cannot access google anyways, so its a moot point.

However, all you need for authentication to work is the correct methodology to generate the authentication code, like so.

Google's authenticator is specifically tied your account, you need to add a token for each google account you want to use with 2-part authentication.

I hear ya, fliptw but I still don't understand them saying " even if you don’t have an Internet connection or mobile service.". What do they mean or are you saying that they can't do what they say they can do?

Is this a "DA!" moment for me or what.

The app, once installed and set-up, doesn't require an internet connection for it to generate the needed code.

you can also get the code via SMS, BIM, or by phone.

you still need the internet to access google tho.
